A quick solution for the Chamber of Justice.
You need to defeat the shadow judge in the middle of the room. I used the spell Darkness. After this is done, choose the “Cell” painting and add it to you inventory.
Now bring it over to the empty display in the middle of the room and insert the painting into the empty slot.
The puzzle is now complete.
