Everyone seems to have missed this safe in their safe code guides so I found it and cracked the code.

The location is the house on the right if you do the quest where you go to the Rose Garden to investigate.
It’s also close to a “GRE Anomaly” Revenant zone. The safe is easily found once you enter this building with the 3 windows open.
