Start in any other country than russia or other cold countries. Buy “Investigate outbreaks” and “Deploy Field Operatives”. When the you see banner news about the DrillZero site, buy “Vaccine Research” and…. do nothing.
After some time its reveal that DrillZero caused and super-spreader event and you’re one achievement richer.
