Getting the Achievement
All you have to do, is start the game without historical mode as Venezuela (Peru, Italy, and other fascist countries are also good for it) and then you need for Germany to complete “Oppose Hitler” Focus.
When the civil war is over, you will simply inherit the Axis control.
Thats all! You got the achievement.
