There is a scroll in the cash shop for that. you also receive 1 free for a secondary quest at lvl 30.
You can also get an item that lets you recustomize and decorate your character to your heart’s content for one full day with 700 Loyalty points, which you get daily (100 per day).
Look in the shop at the very last tab called “Loyalty” and you will find the item, among many others, there. Just saving for that item.
